According to Lou Hertz who originally obtained this handmade sample over 60 years ago, it was the work of designer Charles A. Hotchkiss. Obviously this sample never made it to production and the 3245 number was eventually given to the big Olympian electric in 1928.  See pages 223 and 224 in "Collecting Model Trains" for further details of this handmade sample.
